First in a series of articles to be published during 1998
on local interactive services on the Web. Provides an overview of
recent developments in local newspaper online services in the
USA. Local daily newspapers view the provision of online services
as an extension of their mission of being a community´s primary
information source and one of the larger venues for local
advertising information. Six patterns of service have emerged:
the online edition; the full Internet service provider; the local
magazine; the state or regional online community; the special
interest guide; and the classified marketplace. Some newspapers
focus on only one of these models, while some combine several.
Profiles sites organized by local general-interest newspapers and
local business journals and gives details of companies that have
developed to serve as support systems for newspapers going

Reports the results of a questionnaire survey conducted in
Autumn 1996 which sought to establish the situation regarding
Internet provision in Scottish public libraries, and identify key
issues likely to affect the further development of such
provision. Librarians were asked what they perceived to be the
main benefits ( if any) from providing Internet access, and how
they envisaged future trends. Examines reasons why Internet
access should be considered an important aspect of public library
provision. Of 25 responding libraries, 14 were currently making
use of the Internet, and 11 others envisaged connection within
1-3 years. However, the overall picture is of a relatively small
number of libraries which are extremely active, with the majority
only having a very basic level of activity. Reference work was by
far the most common Internet application, but there was also
significant use for educational purposes. Other applications
noted were communications, community information and publicity,
and recreation. English

Community College Library are using the World Wide Web (WWW) as a
vehicle for promoting a heightened sense of community through
their exhibit: Through Our Parent´ Eyes: Tucson´s Diverse

to acknowledge the community´s multicultural heritage through
digital histories that combine historical images and text with
stories of Tucson told by some of Tucson´s founding members.
Describes the experience of the 2 libraries in building the Web
site exhibits featuring Tucson´s traditionally underrepresented
groups and points to ways in which the Web site may be developed
by highlighting key elements, developmental considerations, goal
setting, costs, benefits, and rights and permissions. (The

(NBOs) responding to a survey, 3 have full access to the
Internet. The small size and small budgets of many NBOs make it
difficult for them to acquire adequate computer technology, learn
how to use it for Internet access, and make the most of that
access. Most NBOs need training and technical assistance
especially for advanced applications such as telecommunications
and geographic information systems software. Internet access
needs to be more uniformly available and affordable to NBOs. The
Internet needs to be thought of a resource, not a substitute, for

Executive of the National Museum of Scotland´s Scran project,

SailorSM: Maryland´s emerging public information network.

Describes the planning, implementation and development of
Sailor, a statewide electronic information system administered by
the State Library of Maryland, USA. Originally envisaged as a
statewide interlibrary loan system with plans for linking library
catalogues, it has grown into a public information service where
residents in all twenty-four Maryland counties now have local
phone call, no- charge access to the Internet 24 hours each day
of the week from home, office, or other locations. Sailor´s
Gopher and World Wide Web servers have a combined total of
150,000 hits per week. Public libraries are making Sailor
accessible through their OPACs. Internet- connected colleges and
universities link to Sailor across campuswide networks and Sailor
is available in many schools, special libraries, mental health
institutions and state prisons through dial access. Outlines
possible future developments for Sailor and discusses problems to

small public library in Texas with a direct SLIP connection to
the Internet. Describes the planning and implementation of the
Internet service and the ways in which the Internet has greatly
expanded the reference capabilities of the library. Provides a

Library have used to provide information requested by patrons on

Translation from English of a paper presented at the 1995
IFLA congress, describing a pilot project in a UK public library
to identify how the Internet can be used in the overall context
of future development of community information networks. Access
was provided for a sample of 12 users, to establish what sort of
information is obtainable. Experience over 6 months has
identified a number of key resources including a specialised
information service, specialised databases and subject guides.
Costs are low but access slow. Results suggest a range of
applications including a community information bank, `virtual
university´ and specialised services within the overall
objective of democratising access to cyberspace. Spanish

There is evidence of a growing gap between the information
rich and information poor, part of a larger struggle for control
of information and for the power that accompanies it. Social
equity requires governmental leadership and funding but USA
legislative proposals for the National Information Infrastructure
(NII) lack clear statements as to how the social equity
objectives enunciated by the President and Vice President would
be accomplished. They seem to make insufficient provision for
expanding the development of more than 150 computerized community
information systems (CCIS) created by grass roots organizations.
Locally controlled information delivery systems supported by a
federally sponsored system of National and Regional Institute for
Information Democracy could help meet the daily information needs
of all people, regardless of economic class. The institutes would
provide sustained support for social equity and empowerment and
could serve as the institutional structure lacking in current

An evaluation of electronic community information
networks.

A small number of community and voluntary groups and their
clients are participating in the trial phase of a new electronic
community network (CIN) - the Community Information Network
Northern Ireland ( CINNI). Eighty groups in the area were
surveyed to assess the level of interest, and well over 90%
replied that they would use such a network, and explained how
they would use such facilities as the Internet, email, sharing
access to bibliographic databases and video- conferencing. They
plan extensive contact with organizations similar to themselves,
with which they are already in contact, in such countries as
Germany and Brazil. Those groups participating in the initial
trials will also participate in the extensive monitoring and
evaluation of the new network. The findings from the research
project will inform the development of CIN´s elsewhere, and
libraries and government agencies which are involved in community
information will also be able to exploit the research data when
