First in a series of articles to be published during 1998 on local interactive services on the Web. Provides an overview of recent developments in local newspaper online services in the USA. Local daily newspapers view the provision of online services as an extension of their mission of being a community´s primary information source and one of the larger venues for local advertising information. Six patterns of service have emerged: the online edition; the full Internet service provider; the local magazine; the state or regional online community; the special interest guide; and the classified marketplace. Some newspapers focus on only one of these models, while some combine several. Profiles sites organized by local general-interest newspapers and local business journals and gives details of companies that have developed to serve as support systems for newspapers going online. Public libraries on the Internet.
R. Newton. Public Library Journal
p.2-7.

Reports the results of a questionnaire survey conducted in Autumn 1996 which sought to establish the situation regarding Internet provision in Scottish public libraries, and identify key issues likely to affect the further development of such provision. Librarians were asked what they perceived to be the main benefits ( if any) from providing Internet access, and how they envisaged future trends. Examines reasons why Internet access should be considered an important aspect of public library provision. Of 25 responding libraries, 14 were currently making use of the Internet, and 11 others envisaged connection within 1-3 years. However, the overall picture is of a relatively small number of libraries which are extremely active, with the majority only having a very basic level of activity. Reference work was by far the most common Internet application, but there was also significant use for educational purposes. Other applications noted were communications, community information and publicity, and recreation. English

Using the World Wide Web for community outreach: enriching libraryservice to the community.
L. G. Glogoff. Internet Reference Services Quarterly
p.15-26.

Librarians at Arizona University Library and the Prima Community College Library are using the World Wide Web (WWW) as a vehicle for promoting a heightened sense of community through their exhibit: Through Our Parent´ Eyes: Tucson´s Diverse Community (http://www. library.arizona.edu/images/diverse/diverse.html). Its purpose is to acknowledge the community´s multicultural heritage through digital histories that combine historical images and text with stories of Tucson told by some of Tucson´s founding members. Describes the experience of the 2 libraries in building the Web site exhibits featuring Tucson´s traditionally underrepresented groups and points to ways in which the Web site may be developed by highlighting key elements, developmental considerations, goal setting, costs, benefits, and rights and permissions. Limited access: the information superhighway and Ohio´s neighborhood-
based organizations.
R. Stoecker. Computers in Human Services
p.39-57.

Of 189 Ohio, USA, urban neighbourhood based organizations (NBOs) responding to a survey, 3 have full access to the Internet. The small size and small budgets of many NBOs make it difficult for them to acquire adequate computer technology, learn how to use it for Internet access, and make the most of that access. Most NBOs need training and technical assistance especially for advanced applications such as telecommunications and geographic information systems software. Internet access needs to be more uniformly available and affordable to NBOs. The Internet needs to be thought of a resource, not a substitute, for local communities. Web for the community.
M. Kendall. Library Association Record
p.212-14.

Discusses and highlights some potentially useful World Wide Web resources for community information work. As more public libraries provide individuals with access to the Internet, it would be valuable to guide them to sources relevant to their daily lives, perhaps thus stimulating further interest in making use of the facility for other purposes. For librarians without access to the Internet, an insight into what is available could well be of use in supporting bids for funding. CCIS Edinburgh: the community case for cyberspace.
A. McDonald. Burisa
p.2-4.

Against a background of a rapacious explosion in client server systems, the ongoing clamour for World Wide Web pages, and mystique surrounding the Internet, community driven telematic (fusion of telephone, personal computer and multimedia technologies) initiatives need to be focused and embrace a `bottom up´ approach to the harnessing of new technology for community advantage. This is done within the context of the Craigmillar Community Information Service (CCIS) in Edinburgh. Focuses on its aims, early achievements, uses, early applications, the need for interaction, and future directions. Original abstract - amended. English

Translation from English of a paper presented at the 1995 IFLA congress, describing a pilot project in a UK public library to identify how the Internet can be used in the overall context of future development of community information networks. Access was provided for a sample of 12 users, to establish what sort of information is obtainable. Experience over 6 months has identified a number of key resources including a specialised information service, specialised databases and subject guides. Costs are low but access slow. Results suggest a range of applications including a community information bank, `virtual university´ and specialised services within the overall objective of democratising access to cyberspace. Seeking equity in the National Information Infrastructure.
R. D. Doctor. Internet Research
p.9-22.

There is evidence of a growing gap between the information rich and information poor, part of a larger struggle for control of information and for the power that accompanies it. Social equity requires governmental leadership and funding but USA legislative proposals for the National Information Infrastructure (NII) lack clear statements as to how the social equity objectives enunciated by the President and Vice President would be accomplished. They seem to make insufficient provision for expanding the development of more than 150 computerized community information systems (CCIS) created by grass roots organizations. Locally controlled information delivery systems supported by a federally sponsored system of National and Regional Institute for Information Democracy could help meet the daily information needs of all people, regardless of economic class. The institutes would provide sustained support for social equity and empowerment and could serve as the institutional structure lacking in current legislation. Original abstract-amended. English

An evaluation of electronic community information networks.
R. Newman. Queen´s University of Belfast Department of Information Management Belfast BT7 1NN, UK..

A small number of community and voluntary groups and their clients are participating in the trial phase of a new electronic community network (CIN) - the Community Information Network Northern Ireland ( CINNI). Eighty groups in the area were surveyed to assess the level of interest, and well over 90% replied that they would use such a network, and explained how they would use such facilities as the Internet, email, sharing access to bibliographic databases and video- conferencing. They plan extensive contact with organizations similar to themselves, with which they are already in contact, in such countries as Germany and Brazil. Those groups participating in the initial trials will also participate in the extensive monitoring and evaluation of the new network. The findings from the research project will inform the development of CIN´s elsewhere, and libraries and government agencies which are involved in community information will also be able to exploit the research data when developing their services. Evaluation

Evaluating the potential of alternative Internet technologies in providing community information.
G. Philip. Queen`s University of Belfast School of Management,
Management Information Systems Division Belfast, BT7 1NN, UK..

The project will investigate the development of interactive interfaces to community information on the WWW and assess the impact and value of electronic means of delivery in comparison to traditional manual methods. Particular attention will be given to the use of the network as a means of extending and enhancing the role of public libraries and voluntary groups in community information provision and integrating disparate sources of information. Implicit in these aims is the issue of interaction with community groups elsewhere and the effectiveness of electronic discussion groups and online advice in solving problems of mutual interests. LOIS (Library Online Information Service).
Drewitt.
p.133-44.

Article included in a collection entitled: The Internet, networking and the public library, edited by Sarah Ormes and Lorcan Dempsey. Describes the aims and activities of LOIS (Library Online Information Service): previously known as the Golden Valley Information Project; to examine the feasibility of providing community information in small, isolated rural areas of the UK by means of computer terminals in `non official´ venues such as village halls and post offices. The project was funded by a number of agencies, including the Hereford and Worcester Training and Enterprise Council. David Drewitt discusses the lessons learned from the LOIS project and the types of community information currently provided by the networked service. David Morris describes the technical aspects of the project, including the intranet used. ( David Drewitt and David Morris may be contacted by electronic mail at 101513.1734@compuserve.com and dmorris@tacin.ac.uk respectively). English

`From little acorns mighty oak trees grow´: the Capital Information Service.
P. Dobson.
p.100-12.

Article included in a collection entitled: The Internet, networking and the public library, edited by Sarah Ormes and Lorcan Dempsey. Describes the aims and activities of the Capital Information Service, whose strategy is to increase accountability, enhance the democratic process; and improve access to council services and community information by bringing council services closer to the citizens of Edinburgh, Scotland, providing direct access through free telephone and facsimile transmission, and providing consistently updated and new information on the system. Concludes with notes on the Capital Information database, Capinfo `96, which went live in April 1996 across the 30 Capital Information sites and forecasts that 110 sites may be available in 1998. For a further account of this project see Vine, (102) 1996, 15-19 (LISA ref 9701589). English
